Turbyne and Associates is an OSHA Compliance/Risk Management and Human Resource/ Business Management/Development firm. Working throughout New England, the firm has assisted clients to respond quickly, thoroughly and affordably to all on-site Federal/State compliance and Human Resource management issues.
The experience in auditing/surveying, implementing, and training in OSHA compliance standards ranges from industrial manufacturing (paper, wood, plastic, textiles), to municipalities (police, fire fighters, EMTs and correctional facilities), and dental and medical facilities (hospitals, nursing/residential care homes, home health agencies and private/group practices.) With customized programs and highly skilled training, compliance programs are built around existing accomplishments to produce self-managing/ accountable programs and personnel. HIPAA compliance training for health care providers is also available.
From 1993-98, the Maine Bureau of Labor, Division of Workplace Safety awarded Turbyne & Associates eleven educational grants to implement OSHA compliance standards to prevent Occupational Injury & Illness for Maine’s working population. This included policy/program development and self-management training for the Bloodborne Pathogen and Tuberculosis programs for the Maine Department of Corrections, the Division of Probation & Parole, and county municipalities. Statewide Latex Asthma/Allergy education for health care was also approved by the MBL from 1998-2000, as well as OSHA compliance programs for DOT MBE/WBE construction workers, nursing home administrators, RN’s and dental care providers,
In the Human Resource arena, consultation and training programs have been provided for many for profit and not-for-profit corporations/organizations in New England and the U.S. Corporate strategic planning, designing/managing cultural change, diversity, and reorganization (right sizing) are specialties. Seminars are also offered on a wide variety of personnel and skill building topics. In addition, Turbyne & Associates has assisted companies with specific projects ranging from business plan development, market research, product design development/marketing, and organizational growth and transition.

Cathy Turbyne, RDH, MS, Ed.D., President
Dr. Turbyne is founder and President of Turbyne & Associates, an OSHA/Risk Management and Human Resource/Business Management Development Firm. Her 35 years experience in OSHA and the human resource field includes corporate Human Resource and Environmental management, health care and industrial site audits, program and training design, implementation and maintenance of compliance/management programs for those clients. She is also an administrator for the Commission on Dental Competency Assessment (CDCA) formerly known as the Northeast Regional Board of Dental Examiners, a former Instructor at Tufts University School of Dental Medicine, Boston, MA., and Past President and Life Member of the American Dental Hygienists Association. Kate Noble, BS, CDA, CRFDA, Instructor
Mrs. Noble is a State Certified Adult Educational instructor with 26 years in the Dental field. For 7 of those years, she was a Dental Assisting Instructor at Ocean City Vocational Technical Institute, Toms River, New Jersey. Kate is also a Hospital Corpsman, Chief Petty officer in the US Navy Reserve and currently serving in the US Marine Logistics Group, 4th Dental Battalion. She is a current member of the DANB Board of Directors, American Dental Assistants Association and Past President of the New Jersey Dental Assistants Association. She is also a certified CPR Instructor and Owner of Noble Mobile CPR and First Aid Training.
Betsy Holt, COA, Instructor
Mrs. Holt is a Certified Orthodontic Assistant with 28 years in the field of dentistry, 15 of those as a Treatment Coordinator in an Orthodontic Practice. Her clinical, communication, and administrative skills facilitate the Radiographer Program. She has her own home based business.
